The potential of optimization in communal routing problems: case studies from Finland

Abstract: In many European countries, municipalities offer their inhabitants a wide variety of social services. In this paper we will focus on efficiently scheduling home care, transportation of the elderly, and home meal delivery. These so-called municipal or communal routing problems can be modeled as different variants of the vehicle routing problem, a well-known optimization problem from the literature. We present a focused literature review and report on case studies using Finnish data. The computational results show that there is a significant potential for cost savings for all applications considered.

Multicriteria methods in evaluation of city logistics projects

Multi-criteria decision making (MCDM) methods are chosen among alternatives in order to attain specific objectives. In this research, the purpose of methodology is to provide decision methods for project managers in city logistics. The methodology is combined into two methods consisting of Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). As the result, the criteria for selection are determined by expert opinions, and then assign the weight of criteria by AHP. W artykule przedstawiono zagadnienia projektów w obszarze logistyki miasta, które realizowane są nie tylko w warunkach niepewności, ale także ograniczeń budżetowych. Wskazano, że dążenie do równoważenia nakładów i efektów stwarza konieczność oceny zasadności projektu oraz ryzyka związanego z realizacją przyjętych celów w zakresie czasu, kosztu, zakresu i jakości inwestycji.
